ICF Salary Transparency
ICF Cambodia aims to be as transparent as possible while still protecting individual privacy and organizational responsibility. Instead of publishing individual salaries, we provide clear comparisons with typical Cambodian labor market incomes to help readers understand the context.

Item dICF Cambodia is committed to employing local staff with the goal of empowering Cambodia.
Short-term expats do not receive salary payments from ICF and are required to independently fundraise 100% of their financial support.
For the long-term development of Cambodian staff, expats play a crucial role. Their expertise, mentoring, and leadership have consistently proven to be an extremely valuable addition to the growth and strength of our local teams. Long-term expats in key leadership positions follow the same salary scale as local staff. They are responsible for raising their own support to cover insurance, savings plans, retirement, phone allowances, travel costs, and other personal expensesescription -
Fairness and equal pay for responsibility
Benchmarking against relevant labor standards
Sustainable use of donor resources
Clear communication and accountability
Appreciation — investing in people, not just projects

ICF Cambodia is audited annually by BDO. They review our compliance with Cambodian labour law and check all bookkeeping, salary handling, tax payments, seniority payments, retirement funds, insurance policies, and other mandatory contributions. This ensures accuracy, transparency, and full compliance for every payment made on behalf of our staff.

What I love most about working at ICF Cambodia is their commitment to employee growth. Attending the Leadership Academy, even though I’m not a team leader yet, showed me they’re investing in everyone’s future. I also appreciate the health insurance, it gives me peace of mind and lets me focus on my work.

What I love most about working at ICF Cambodia is the opportunity to grow under great leaders who see potential in others and invest in their development. Nine years ago, I started with zero experience, but through ICF’s leadership, I’ve grown in my work, leadership, and life. One of my favorite benefits is the ICF Leadership Academy, a rare and invaluable opportunity that has helped me lead more effectively—all provided free for staff. After nine years at ICF, I’m incredibly grateful for the impact it has had on my journey.
